If there is no collateral damage to the civil part (civilians, buildings, normal operations, ...), no. Otherwise, yes. But I guess the bomb is not very discriminating.

Example: If USA and "Azkabastan" went to war and USA was using drones to attack targets in Azkabastan, would Azkabastan have "moral/legal" right to bomb a drone command and control center located in office building in the USA mainland without it being considered terrorist attack and instead standard warfare operation? (I not know the term for how military targets are determined.)
